Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Background
Information and Technology Solutions – Knowledge and Information (ITSKI) provides information services to the Bank Group and the public. The services are provided by two units:
Library & Publishing (ITSLP) and Archives & Records (ITSAR). This position is in the World Bank Group Library which is in ITSLP.
The World Bank Group Library provides services to approximately 24,000 WBG staff and consultants in Washington, DC headquarters, and worldwide. The unit provides access to many eResources (databases, eBooks, eJournals, etc.), reference and research services, training, and custom solutions for organizational information needs. While physically located in HQ, the Library delivers most of its content and services virtually.
The World Bank Group – ITSKI is looking for an experienced Library Systems Developer who develops and maintains the technical infrastructure to support the management and delivery of Library services, including curation and appropriate access to materials created or licensed by the library.


Position Details
The WBG Library seeks an innovative, service-oriented, and collaborative professional to serve as a hands-on library IT analyst responsible for support of the Library systems to meet the evolving needs of our diverse user community Reporting to the Team Lead of Library Content & Access Management, this position works collaboratively with members within the team, as well as with other teams in the Library, IT, Knowledge Management, and vendors, to facilitate search, discovery, and delivery of library services and resources across different enterprise platforms and formats.
The ideal candidate is a Library Systems Developer with broad and current knowledge of library applications, technology, standards, and industry trends.
This position is located in the WBG office in Sofia, Bulgaria and the selected candidate will be based in the Sofia WBG IT Hub in support of the global operations, including WBG staff and librarians located around the world.


Key Deliverables
•Develop, implement, test, and evaluate the Library systems based on requirements and specifications provided by the WBG Library;
•Maintain and provide day-to-day monitoring, maintenance, and ongoing support of the library’s tools and applications;
•Suggest improvements, additions, and changes based on client feedback;
•Develop, implement, test, and evaluate the end-user interfaces and back end admin modules as required;
•Prepare and share documentation, training sessions, and knowledge transfer.


Specific Responsibilities
•Maintain SharePoint sites and manage content on departmental websites, enterprise search engines, catalogs, and intranet pages;
•Develop API integrations between Library content and enterprise system;
•Maintain tools for awareness and discovery of Library content;
•Maintain authentication bridges for licensed content, including SSO integrations; link resolvers, etc.
•Troubleshoot Library systems and tools, including during IT upgrades and resilience exercises;
•Maintain systems for collection and analysis of user data;
•Train colleagues and end-users in the best practices and solutions identified during the implementation and maintenance of library systems;
•Performs other duties as assigned.


Selection Criteria
Minimum Qualifications
•Master’s degree in library science, information science, computer science or equivalent with 2 years relevant experience or Bachelors Degree with a minimum of 4 years relevant experience developing and delivering IT solutions in libraries;
•Proven experience in the delivery of web-based applications;
•Language requirement: Must be fluent in English (written and spoken).


Minimum Requirements
•Working knowledge of MS SharePoint, HTML, CSS, JavasScript/JQuery;
•Experience with integrated library systems such as VuFind, Blacklight, Summon, Ex Libris, etc.
•Experience with XML, XSLT, and/or web-based APls;
•At least three years of experience with Python, Java, C++, XML, among others.
•Understanding of current access services protocols to access and retrieve digital content (e.g. Z39.50, proxy, OpenURL, DOI, CrossRef, OAI);
•Demonstrated knowledge of library applications, technology, and metadata standards (i.e. MARC, K-BART);
•Demonstrated knowledge of library policies, practices, and industry trends; •Ability to adapt and learn new technologies quickly, as well as to effectively interact with others who possess a range of technological backgrounds.


Desirable Requirements
•Experience with Single Sign-On (SSO) and federated authentication technologies such as Microsoft Azure (AD), Open Athens, among others;
•Experience with tools for data visualizations;
•Proficiency in large data file analysis and manipulation;
•Demonstrated excellent customer service orientation.

Note: The selected person will be hired on a 3 years renewable Term contract which can be extended based on business needs and performance.
